China Tightens Tech Security Travel Rules
China’s new entry and exit rules have taken effect, allowing authorities to restrict citizens from leaving the country if they are considered a potential threat to national technology security.
China has tightened travel restrictions as new entry and exit rules came into effect, barring citizens considered a potential threat to national technology security from leaving the country.
The rules were unveiled in July and target violations involving export controls or technology import and export regulations that could endanger China's industrial or technological security.
Under the new framework, Chinese citizens returning to the country after committing illegal or criminal acts abroad that harm national security or interests can face an exit ban ranging from six months to three years. Foreign nationals may also be denied entry for between one and five years if they make false statements in visa applications.
Restrictions on foreign travel are not entirely new in China. Senior government officials and executives at state enterprises who have access to confidential information have long faced curbs on personal overseas travel.
Foreign governments have also previously reported cases involving their citizens being prevented from leaving China, often in connection with security-related investigations.
The new rules have also prompted concerns in Taiwan, which Beijing considers part of its territory. Taiwan has warned its people to exercise additional caution while travelling to China.
Shen Yu-chung, deputy head of Taiwan's China-policy making Mainland Affairs Council, said the rules give enforcement agencies greater discretionary authority over border controls. He highlighted language concerning export controls and technology import-export management as a particular concern for Taiwanese working in the technology sector.
China has rejected those concerns, saying the new rules provide better legal protection for Taiwanese people.
