Aadhaar Biometric Rule for LPG
Biometric Aadhaar authentication will be mandatory from October 1 for consumers seeking subsidised domestic LPG refills at regulated prices.
Domestic LPG consumers will need to complete Biometric Aadhaar Authentication (BAA) to book subsidised cylinder refills at regulated prices from October 1, 2026, the Ministry of Petroleum and Natural Gas has said.
Consumers who have already completed the authentication process will not need to take any further action. As of September 19, 27.43 crore active domestic LPG consumers, or 89.9% of the total, had completed BAA, according to the ministry.
Those who have not yet completed the process can authenticate their Aadhaar during LPG cylinder delivery, at their distributor's showroom or through the mobile applications of state-owned oil marketing companies. These include IndianOil ONE for Indane, HelloBPCL for Bharatgas and HP PAY for HP Gas.
Consumers who choose not to complete biometric authentication will not be denied LPG altogether. They can continue to receive cylinders at the applicable market price without subsidy, subject to the required registration through their oil marketing company's digital channels.
The government said the requirement is aimed at ensuring that subsidised LPG reaches eligible households and preventing the diversion of domestic cylinders for commercial and industrial use. It is also intended to help identify duplicate and ineligible connections and make subsidy delivery more targeted.
The nationwide biometric authentication drive has been underway since October 2023, with oil marketing companies sending more than 12 crore SMS and WhatsApp messages and conducting outreach through distributors, delivery personnel and other channels.
The ministry said the implicit subsidy on a 14.2-kg domestic LPG cylinder was around ₹210 in September 2026, compared with ₹721 in June. The government is also providing compensation to public-sector oil marketing companies to help keep domestic LPG affordable.
