US Secretary of State Marco Rubio began his India visit on October 20, 2026, with trade negotiations and Russian oil purchases high on the agenda. Washington and New Delhi are seeking to finalise a comprehensive trade agreement after months of discussions over tariffs, market access and energy policy.

During his two-day programme in Mumbai and Jamnagar, Rubio is scheduled to meet External Affairs Minister S. Jaishankar and business leaders, including Reliance Industries chairman Mukesh Ambani. The meetings are expected to cover bilateral trade, energy security, defence cooperation and emerging technologies.

The proposed trade deal has moved closer to completion, with officials from both countries describing the negotiations as nearly finished. The possibility of signing the agreement during Rubio's visit has been raised, although the visit itself does not confirm that a final agreement has been concluded.

US President Donald Trump recently waived potential tariffs that could have penalised India for buying Russian crude oil, removing one obstacle in the negotiations. The issue remains significant because India imports much of its oil and has continued to purchase Russian supplies while balancing energy costs and international relationships.

Rubio has also indicated that Washington wants India to increase its role in the global energy market by refining more Venezuelan crude. Reliance Industries already processes Venezuelan oil at its Jamnagar complex, which is equipped to handle heavy and ultra-heavy crude grades.

The discussions come amid broader efforts to expand economic cooperation between the two countries. Trade officials are working to address tariff differences and market-access concerns, while businesses are looking for greater clarity on the rules that will govern bilateral commerce.

Energy policy remains a complex part of the relationship. Washington has pressed India to reduce its reliance on Russian oil, while New Delhi has emphasised the importance of securing affordable and reliable energy supplies. Any shift in sourcing or refining arrangements will depend on commercial conditions, supply availability and government policy.

Rubio's visit also reflects the wider strategic relationship between India and the United States, which includes defence, technology and regional security cooperation. The outcome of the discussions will be assessed through any formal trade announcement and subsequent decisions on tariffs, energy imports and investment.
