Vijay Expands Tamil Nadu Welfare Network

The Vettri Payanam bus scheme expands free travel for women and transgender persons as the Tamil Nadu government combines existing benefits with new household welfare programmes.

Tamil Nadu Chief Minister C Joseph Vijay launched the expanded Vettri Payanam scheme on October 2, extending free bus travel for women and transgender persons to additional categories of government bus services. The programme is part of a wider series of welfare measures introduced by the five-month-old Tamilaga Vettri Kazhagam (TVK) government.

According to the state government's statement cited by The Indian Express, 12,695 buses operated by seven State Transport Corporations have been brought under Vettri Payanam, covering around 1,68,500 single trips. The government estimates that approximately 84.32 lakh women could benefit each day. The expanded facility covers additional services, including Express, Limited Stop and Deluxe buses in urban areas, as well as Mofussil Ordinary services and longer Ghat Ordinary journeys.

The expansion builds on a free-travel programme introduced under the previous DMK government. The Vijay administration has widened the scheme while retaining other existing welfare initiatives and introducing benefits linked to TVK's election commitments. The government says the travel facility is intended to improve access to education, workplaces, healthcare and other essential services.

The government's welfare programme also includes an expansion of the free breakfast scheme for schoolchildren. The programme, originally introduced in 2022, has been extended from Classes I-V to Classes VI-VIII in government and government-aided schools, adding around 15 lakh children, according to the report.

Another initiative, Thaimaaman Thanga Mothiram Thittam, provides eligible newborns delivered at government health facilities with a one-gram, 22-carat gold ring. The state's August Budget allocated Rs 560 crore for the newborn scheme, Rs 812 crore for the Annan Seer Thittam marriage assistance programme and Rs 2,000 crore for the Vetri Laptop Scheme for college students.

The government has also announced Annapoorani Super Six, under which eligible women-headed households are set to receive three free cooking-gas cylinders annually from Pongal in January 2027. The government estimates that around 1.30 crore families could benefit, at an annual cost of about Rs 4,000 crore.

The scale of these commitments raises questions about their long-term funding. The report notes that Tamil Nadu's debt burden is approaching Rs 11 lakh crore. The government has argued that improved administration, technology-driven governance and stronger revenue collection can help create fiscal room for welfare, education and healthcare spending.

The emerging welfare framework combines the continuation and expansion of earlier programmes with new schemes associated with TVK's election promises. How these measures are implemented, funded and sustained will shape their long-term impact on households across Tamil Nadu.
